Kashmir University Restricts Fresh Administrative Appointments for Professors Above 62

SRINAGAR, October 13: The University of Kashmir (KU) has introduced new rules restricting professors continuing in service beyond 62 years of age from ordinarily being considered for fresh administrative and tenure-based appointments. However, those already holding such positions can continue until their prescribed tenure expires, subject to an annual performance review. The policy, issued under the orders of Vice-Chancellor Professor Nilofer Khan, establishes a framework for the appointment and continuation of professors serving beyond the enhanced age of superannuation of 62 yearsAccording to the notification, the rules apply to existing and future administrative assignments held by professors approved for extended service. Those already occupying positions can retain their responsibilities until the completion of their prescribed tenure, subject to the applicable Annual Performance Review (APR).The positions covered include Heads of Departments, Deans of Schools, Dean Academic Affairs, Dean Research, Dean College Development Council and Dean Students’ Welfare, along with other tenure-based academic and administrative assignments.Under the new University of Kashmir administrative policy, continuation in these roles will depend on performance assessments. The competent authority may discontinue an assignment before the end of its tenure if a professor receives an adverse review or is found to have performed unsatisfactorily. The notification further states that professors serving beyond 62 years should ordinarily not be considered for fresh administrative or tenure-based appointments during their extended service. This restriction also applies to nominations as Deans of Schools. However, the Vice-Chancellor retains discretionary powers to consider exceptions on a case-by-case basis, taking into account academic requirements and the overall interests of the university. The policy has come into immediate effect and will govern existing and future cases involving administrative assignments held by professors serving beyond 62 years, unless modified by a subsequent government order, statute, regulation or decision of the competent authority.
