The erstwhile state’s Housing and Urban Development Department (HUDD), operational since 1970, is in the process of being reorganised. While the official line promotes enhanced efficiency, the deeper subtext reveals a clear trend: financial savings appear to have trumped public service needs, particularly in urban centres like Srinagar.
