J&K Registers Over 1 Lakh Temporary Workers, Regularisation Timeline Still Undecided

Srinagar:Jammu and Kashmir has recorded the details of 1,00,501 casual, seasonal, daily-rated and other temporary workers engaged across government departments and institutions, while no fixed timeline has been set for deciding their regularisation.
The General Administration Department shared the figures in response to a Legislative Assembly question raised by MLA Sunil Kumar Sharma regarding the regularisation of daily-wage workers.
The workers were registered through an Aadhaar-based biometric identification and skill-profiling exercise covering various categories of temporary and non-regular manpower.
A committee constituted by the Government in March 2025 is examining the status of casual, seasonal, temporary, contractual and need-based workers. Its assessment includes the nature and duration of engagements, appointment procedures, eligibility, availability of sanctioned posts, recruitment rules, financial implications and the applicable legal framework.
The Public Works (R&B) Department has the highest number of registered workers at 38,585, followed by Power Development and related entities with 13,616 and the Education Department with 12,646.
Of the total workforce, 69,696 are classified as casual labourers, 8,534 as seasonal workers and 8,836 as daily-rated or work-charged employees. Other categories include part-time workers, CIC operators, NYC/Hamal/Drivers, Hospital Development Fund workers and part-time sweepers.
Jammu district has the highest number of registered workers at 13,425, followed by Srinagar with 11,825 and Anantnag with 8,823.
The Government said wages are being paid according to applicable terms, with daily-rated, casual and seasonal workers receiving payments in line with notified minimum wages.
However, the Government has not specified when a final regularisation policy will be announced. It said the matter remains under active consideration and that the committee is examining the legal, administrative and financial implications before making recommendations.
