J&K Govt Forms Committee to Resolve Old Pension Scheme Cases for Employees

Jammu, October 29: The Jammu and Kashmir government has constituted a six-member committee to ensure the time-bound resolution of Old Pension Scheme (OPS) cases for eligible government employees, according to an official order issued by the Finance Department. The committee will examine cases of employees appointed against posts or vacancies advertised or notified before the introduction of the New Pension Scheme (NPS). The move follows an earlier government order dated September 28 concerning eligibility for OPS coverage in Jammu and Kashmir.Headed by the Director General of Accounts and Treasuries, the committee will coordinate with administrative departments, the J&K Funds Organisation, the Pension Fund Regulatory and Development Authority (PFRDA), and the designated central record-keeping agency, Protean eGov Technologies Ltd, to facilitate the processing and resolution of eligible cases. The panel will also oversee the transfer of accumulated pension funds to the government exchequer and, wherever applicable, to employees’ General Provident Fund (GPF) accounts, in accordance with the prescribed procedures. The six-member committee includes officials from the Funds Organisation, Directorate General of Accounts and Treasuries, and Finance Department. The Chief Accounts Officer, DGAT, will serve as the member secretary. The committee will work with administrative departments to verify employee eligibility, ensure complete cases are submitted to the Finance Department, and facilitate the allotment of GPF account numbers to employees whose OPS coverage has been approved by the competent authority. It will also address procedural and technical issues related to pension fund transfers, complete NPS-related transactions, and ensure financial reconciliation. The committee has been directed to submit periodic progress reports to the Administrative Secretary of the Finance Department. The reports will detail cases received, scrutinised, recommended and approved, along with pending cases and reasons for delays. The concerned administrative departments will remain responsible for verifying service particulars, recruitment advertisements or notifications, appointment records, and eligibility under applicable government orders. The NPS Cell of the Directorate General of Accounts and Treasuries will provide secretarial, technical and coordination support. The development is significant for Jammu and Kashmir government employees seeking coverage under the Old Pension Scheme, particularly those appointed against vacancies advertised before the NPS was introduced. However, OPS coverage will depend on eligibility verification and approval by the competent authority.
